Well, Caldari use shield tanks. To run them they need some kind of power core for it, probably it creates loads of radiation. Thus: lead. What about Minmatar shield tanks you ask? They just don't care.

Had the same problem with ammo when I started. Solution: put them in your cargo bay, undock, right click weapons select ammo (crystals in your case). Enjoy.
